 NORTH READING, MA- Columbia announced the promotion of longtime team member Bill Carpenter to Vice President, Preconstruction & Estimating. Carpenter, who began working at the construction management firm in 2005, will ensure meticulous planning and preparation for all Columbia projects. He assumes the role immediately.
